Dr. Miller’s pamphlet The Way of Victory was published in 1914, two years after his death. Like all of James Russell Miller’s other works, it is out of copyright, so you are free to copy and distribute the text as you feel fit.
In the USA, all works published before 1923 are out of copyright. In Canada and the UK the rule is 50 years after the death of the author. Which means 1962 in the case of Dr. Miller. For works nor yet out of copyright, these rules have been undergoing revision, so don’t apply these guidelines to other authors or countries.
There is a strong possibility that this pamphlet was only published in Britain.
The illustrations are by Gwynedd M Hudson who also illustrated Alice in Wonderland in 1922 and Peter and Wendy 1911. I can offer no guidance about the copyright to these pictures.
